The EU's Rapid Alert System for Food and Feed flagged seventeen Chinese dehydrated garlic and onion shipments in the last quarter alone. Most rejections were for aflatoxin exceedance or sulfur dioxide levels above the legal limit. These weren't small suppliers—some were established exporters who should have known better.
Here's what I've learned from twenty years of working the agricultural trade between China and Europe. The guy selling you the cheapest dehydrated garlic by $0.20 per kilogram isn't saving you money. He's risking your entire shipment being held at Rotterdam, destroyed, and your buyer walking away from the contract. And that's a cost that makes $0.20 per kilogram look like pocket change.
This guide cuts through the marketing and tells you what actually matters when buying dehydrated garlic and onion from China. No fluff. Just specs, lab reports, and what you need to check before you sign the proforma invoice.
Let's start with aflatoxin because that's where most buyers get caught out. Aflatoxin is a mycotoxin produced by certain molds—Aspergillus flavus and Aspergillus parasiticus—that grow on agricultural commodities. Garlic and onions are not the highest-risk crops, but they can be contaminated if drying is slow, storage is humid, or processing conditions are poor.
The EU limit for total aflatoxin—B1, B2, G1, G2 combined—is 5 micrograms per kilogram. The US limit is 20 micrograms per kilogram. That's a big difference. If you're selling to Europe, you need to be four times stricter than the FDA requires.
The European limit is not optional. It is enforced at customs. They will sample your container, run the test, and if you exceed 5 μg/kg, the shipment is rejected. Not held. Not tested again. Rejected. And you pay for the destruction.
Here's the problem. Many Chinese suppliers—especially the smaller ones—do not test for aflatoxin at all. They rely on the raw material being "clean" because it looks clean. But mold is not visible at the spore level. Garlic that has been sun-dried too slowly, or stored in a humid warehouse for a month, can develop aflatoxin without any visible spoilage.
I've walked through factories that claimed to have HACCP certification but had no HPLC machine on site. They were sending samples to a local lab—sometimes, the local lab was the supplier's cousin who would write whatever numbers they wanted. I've also seen legit labs that run proper tests and give you real results.
When a supplier sends you a "test report," you need to verify it. Look for the name of the lab. Is it SGS, Eurofins, Bureau Veritas, or another internationally recognized lab? Or is it "ABC Testing Co., Ltd." with a Chinese address and no accreditation? If you can't verify the lab, the report is worthless.
Second, check the sample size. Some reports say "sample submitted by client"—which means the supplier picked the best batch, not a random sample. The proper method is batch sampling done by the lab or an independent inspector. If the supplier picked the sample, it's not valid.
Third, cross-reference the batch number. Your shipment should have a batch number on the packing list, the invoice, and the test report. If the numbers don't match, the test is not for your shipment. This is the most common scam: the supplier shows you a test report from a previous, cleaner batch and applies it to the new batch.
The supplier who pushes back on these questions is hiding something. The good ones will explain their sampling protocol and welcome inspection.
Sulfur dioxide is the second killer. The SO₂ is used as a preservative in dehydrated products to prevent browning and extend shelf life. The EU limit is 500 parts per million for dried garlic and dried onion. The US limit is also 500 ppm.
Here's what happens in practice. Some Chinese processors overdose the SO₂. They know their product is going to sit in a warehouse for three months before being shipped, and they want to guarantee it doesn't turn brown or lose its color. So they add 800, 900, or even 1,200 ppm of SO₂.
The visual clue is obvious once you know what to look for. Natural dehydrated garlic is slightly beige or cream-colored. Over-sulfured garlic is unnaturally white—like white printer paper. That bleached look is the sulfur dioxide bleaching the pigments. If your sample is that white, it's likely over the limit.
When I see a sample that white, I send it straight to the lab. If it comes back at 800 ppm, the supplier knows they're over the limit. I reject the sample and tell the supplier exactly why. If they come back with a slightly darker batch and a lab report showing 480 ppm, we can work with that.
One more SO₂ warning. Some suppliers use different sulfur compounds that aren't detected by the standard test. They're cheap and effective but not food-grade. Don't let them get away with that. Specify the sulfur dioxide content in the contract—not just "within EU limits" but "SO₂ ≤ 500 ppm by ISO 5522 method."

The drying method matters more than most buyers realize. There are three ways to dehydrate garlic and onions in China: sun drying, hot-air drying, and vacuum drying. Each produces a different quality and a different cost.
Sun drying is the oldest method. The sliced garlic is spread on mats in the sun and dried over several days. It's the cheapest by far because the energy is free. But sun drying introduces risks. The product is exposed to dust, insects, and fluctuating humidity. If the weather turns damp, the garlic doesn't dry fast enough, and mold grows. That mold produces aflatoxin. Sun-dried garlic also has lower color consistency and higher microbial counts.
Hot-air drying uses forced hot air at 60-80°C. The product dries in 6 to 12 hours, reducing the risk of mold. Hot-air drying costs more but delivers more consistent quality. Most export-grade dehydrated garlic is hot-air dried.
Vacuum drying is the premium method. The garlic is dried under reduced pressure, which allows water to evaporate at lower temperatures. This preserves more of the volatile compounds and the flavor. Vacuum-dried garlic tastes closer to fresh garlic. But it costs 30-40% more and is usually reserved for high-end food service or specialty brands.
Ask your supplier which method they use. If they say "sun drying," consider whether you're willing to accept the mold risk. The savings are not worth a rejected shipment.
Microbiological limits are the third line of defense. Standard plate count should be below 100,000 CFU per gram. Yeast and mold should be below 1,000 CFU per gram. E. coli must be negative.
These are basic hygiene indicators. A supplier with HACCP certification will have these controls in place. A supplier without certification might not have any microbiological monitoring. The presence of E. coli indicates poor hygiene in the processing facility—and it's a red flag that other food safety controls are also lacking.
If the supplier cannot provide microbiological test results for your batch, insist on third-party testing before shipment. It adds a few days and a few hundred dollars, which is a small investment compared to the cost of losing a container.
Packaging is the part of the purchase that most buyers forget about. Dehydrated garlic is hygroscopic—it absorbs moisture from the air. If it gets wet, it turns hard, clumps, and loses flavor. If it absorbs too much moisture, mold can grow.
The correct packaging is aluminum foil laminated bags with nitrogen flushing. The foil prevents moisture ingress and light penetration. The nitrogen displaces oxygen, preventing oxidation and color change. Without nitrogen flushing, the garlic will turn brown during ocean transit and storage.
A 20-foot container holds approximately 12 to 14 metric tons of dehydrated granules packed in 20-kilogram cartons. That's 600 to 700 cartons. Each carton should have an inner aluminum foil bag, vacuum sealed or flushed with nitrogen.
Do not accept paper bags or single-layer polyethylene bags. They will not survive the ocean voyage. I've seen it before—the container arrives, the bags are wet, the garlic is clumped, and the buyer is yelling at the supplier. The supplier says, "We have always packed this way and never had a problem." That's not an answer. That's a lie.
We work differently. When we source dehydrated garlic or onions for our clients, we run our own independent lab tests before we release payment. The lab is SGS or Bureau Veritas, chosen by the buyer, not by us. The test includes aflatoxin, SO₂, and microbiology. The result has to match the contract.
We also inspect the packing before the container is loaded. We verify the bag material, the aluminum foil seal, the nitrogen flush, and the carton condition. We document it with photos and a written report.
If the supplier is clean—certified, tested, and proven—we introduce them. If the supplier has a history of issues, we walk away. It's that simple.
The Chinese agricultural supply chain is deep and sophisticated. It produces excellent quality at fair prices. But it also has a long tail of suppliers who cut corners and hope the buyer doesn't check. In food, the consequences are real—rejection notices at customs, health alerts, destroyed shipments, legal liability, and destroyed buyer trust.
Don't pick the cheapest supplier. Pick the supplier who can show you a clean lab report, a clear HACCP plan, and the quality of their packaging. And if they can't, or won't, you know what to do.
